SIR voter list: how to find your name in the 2002 roll, and when you need Form 8
With the Special Intensive Revision (SIR) of electoral rolls in the news, lots of people are searching for the old 2002 voter list and for Form 8. Here's how to find your entry in the last SIR roll, what the enumeration form needs, and which form (6, 7 or 8) fits your situation, from official ECI and CEO sources only.
TL;DRThe short version
- Last SIR roll: the roll from your state's previous Special Intensive Revision (2002 in Delhi; 2003 or 2005 in some other states). The enumeration form asks for your entry in it, or a parent's or relative's: relative's name, AC name and number, polling station number and part serial number.
- Which form: Form 6 for new voters, and for anyone left out of an SIR draft roll. Form 7 to delete a name or object to an entry. Form 8 to shift your address, correct details, replace a lost EPIC or get marked as PwD.

Short answer: to find your entry in the last SIR roll, go to voters.eci.gov.in and use “Search your name in last SIR”. In Delhi, that's the 2002 roll. Use Form 8 only when you're already on the roll and need to shift your address, correct details, replace your EPIC or get marked as PwD. New voters, and anyone left out of an SIR draft roll, use Form 6.
This guide sticks to the process. It doesn't take a side on the political debate around SIR. Dates and steps for Delhi come from the Chief Electoral Officer, Delhi's FAQ, and other states run their own schedules.
Step 1: find your entry in the last SIR roll
The Election Commission has asked electors to link themselves to the roll from the previous Special Intensive Revision in their state. CEO Delhi's FAQ says this is 2002 for Delhi, and 2003 or 2005 in some other states.
- Open voters.eci.gov.in and choose “Search your name in last SIR”.
- Select your state, district and assembly constituency. Type the elector's full name and the relative's full name exactly as they were in that roll, then enter the captcha.
- In Delhi, you can also search the 2002 roll on CEO Delhi's site, by EPIC number, by details or by polling station: ceodelhinet.nic.in.
- Note these details: relative's name, state, AC name and number, polling station number and part serial number. The enumeration form asks for them.
Not in the old roll? You can link yourself to a parent's or relative's entry in that roll instead. If you moved to Delhi after 2002, search the roll of the state you came from.
Step 2: the enumeration form
According to CEO Delhi's FAQ:
- BLOs hand out pre-filled enumeration forms door to door, in duplicate, and come back at least three times to collect them. Keep the signed copy as your acknowledgement.
- You can also fill it online on voters.eci.gov.in if your name on the roll matches your Aadhaar. You log in with an OTP and e-sign.
- No documents are needed at the enumeration stage, and giving your Aadhaar is optional.
- Only those whose forms are returned appear in the draft roll.

If your name still isn't on the final roll, CEO Delhi's FAQ says you can appeal to the District Election Officer or District Magistrate within 15 days.
