EPFO ₹15,000 incentive eligibility rules: who is eligible, when it's paid, and how to check

The ₹15,000 is PM-VBRY Part A: a one-time payment for people whose first-ever EPF job started between 1 August 2025 and 31 July 2027. Most people won't get the full ₹15,000, it arrives in two parts, and the second part needs a course and goes into a savings instrument. Here are the rules from the official FAQs and a checker for your own dates.

TL;DRThe short version

  • Who: first-timers only. Your job must start between 1 Aug 2025 and 31 Jul 2027, you must not have been a contributing EPF (or exempted-trust) member before 1 Aug 2025, and your gross pay at joining must be up to ₹1 lakh a month. There's no application: it's paid from your employer's monthly ECR.
  • How much: one month's EPF wage (the wage your PF is worked out on, usually basic + DA), capped at ₹15,000. So it's ₹15,000 only if your EPF wage is ₹15,000 or more. First instalment: up to ₹7,500 after 6 completed months with the same employer, straight to your Aadhaar-seeded bank account.
  • Second instalment: after 12 completed months and EPFO's financial literacy course, and it goes into a savings or deposit account for a period the labour ministry hasn't specified yet. It's not the ₹25,000 wage-ceiling change, which is a separate rule.
  • Face-authenticate your UAN on UMANG, get your bank account Aadhaar-seeded and DBT-enabled, then read the official rules at pmvbry.labour.gov.inUse our checker below for your own instalment dates. Helpline: 14480 / 1800-180-1850.

Short answer: the "EPFO ₹15,000 incentive" is Part A of the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY). You qualify if your first-ever EPF job started between 1 August 2025 and 31 July 2027 and you earned up to ₹1 lakh a month at joining. You get one month's EPF wage, capped at ₹15,000, paid once in two instalments. You don't apply: EPFO works it out from the monthly returns (ECRs) your employer files. Where people lose out is the paperwork around it: face-authenticated UAN, an Aadhaar-seeded bank account, and staying with the same employer.

The EPFO ₹15,000 incentive eligibility rules, one by one

These come from the official PM-VBRY FAQs on pmvbry.labour.gov.in and the scheme guidelines.

Rule What it means for you
First-timer You weren't a contributing member of EPF, with EPFO or an exempted PF trust, before 1 Aug 2025, and your first contribution is for the wage month of August 2025 or later.
Joining window Your date of joining is between 1 Aug 2025 and 31 Jul 2027, both dates included. Join after that and you're out.
Wage limit Gross wage (all pay under your employment contract) up to ₹1,00,000 a month at the time of joining.
Already have a UAN? Still fine, if no contribution was ever credited to it before 1 Aug 2025.
Same employer 6 completed months with the same establishment for the 1st instalment, 12 for the 2nd. Three months here and three there doesn't count.
Face-authenticated UAN "Only those with FAT authenticated UAN are eligible," says the FAQ. FAT is Face Authentication Technology, done in the UMANG app.
Bank account Paid by DBT through the Aadhaar Bridge Payment System into your Aadhaar-seeded account. If it isn't seeded, payment is held but keeps accruing, and arrears are released once you fix it.
Employer compliance Your employer must file every monthly ECR with contributions. EPFO checks eligibility from those returns.

Not eligible: re-joinees, meaning anyone with EPF contributions before 1 Aug 2025, even from an old job years ago. Also anyone moving from an exempted PF trust to EPFO, or the other way round. Your employer can still get the separate Part B incentive (up to ₹3,000 a month) for hiring you.

Why most people won't get the full ₹15,000

This is the part the headlines skip. The incentive is one month's EPF wage, the wage your PF contribution is calculated on (usually basic + DA), not your CTC or gross pay. The guidelines spell out the maths:

  • 1st instalment = half the average EPF wage over your first six completed months, up to ₹7,500.
  • 2nd instalment = your 12-month average EPF wage minus the 1st instalment, with the total capped at ₹15,000.
  • Where the employee and employer contributions differ, EPFO uses the lower of the two, so a voluntary higher PF from your side doesn't raise it.
Your EPF wage (basic + DA) 1st instalment 2nd instalment Total
₹10,000 ₹5,000 ₹5,000 ₹10,000
₹12,000 ₹6,000 ₹6,000 ₹12,000
₹15,000 or more ₹7,500 ₹7,500 ₹15,000

Our arithmetic from the guideline formula, assuming the wage stays flat for 12 months.

So a fresher on ₹30,000 gross with a ₹12,000 basic gets about ₹12,000, not ₹15,000. Low wage, not a missed payment.

When it's paid: the "completed wage month" rule

EPFO counts completed wage months, not days. If you joined on or before the 5th, that month is your first. If you joined after the 5th, counting starts the next month. Once your employer has filed the paid ECR for the sixth month, EPFO says it pays within 45 days.

Two worked examples, assuming your employer files each ECR by the 15th of the next month:

  • Joined 3 Nov 2025: months 1–6 are Nov 2025 to Apr 2026. The April ECR was due by 15 May 2026, so the 1st instalment should have reached you by around 29 Jun 2026.
  • Joined 20 Jan 2026: counting starts in February, so months 1–6 are Feb–Jul 2026. The July ECR was due by 15 Aug 2026, so the payment would come by around 29 Sep 2026.

Payouts are already happening. Up to June 2026, ₹744.58 crore had gone to 13.18 lakh first-time employees under Part A, according to the labour ministry's 10 August reply in the Lok Sabha.

Your payslip's PF deduction ÷ 0.12 gives you this number.

Is this the same as the ₹25,000 EPF wage-ceiling change?

No. Two unrelated "₹15,000" numbers are in the news at once, and that's behind a lot of today's searches.

PM-VBRY ₹15,000 incentive EPF wage ceiling ₹15,000 → ₹25,000
What it is A one-time government payment to first-time employees The cap on wages for compulsory EPF, EPS and EDLI contributions
Who it's for First-ever EPF members who joined 1 Aug 2025 to 31 Jul 2027 Everyone covered by EPF, from 17 Sep 2026
Money flow Government pays you (up to ₹15,000 once) You and your employer pay more PF every month if your basic + DA is above ₹15,000
Your payslip No change Higher PF deduction, lower take-home

The two do meet in one place. Since the wage ceiling went up, more new joiners have an EPF wage above ₹15,000, but the incentive cap stays at ₹15,000. Our EPF wage limit ₹15,000 to ₹25,000 explainer and EPF payslip calculator cover the ceiling change.

What to do now (5-minute checklist)

  1. Face-authenticate your UAN. In the UMANG app, go to "UAN Allotment and Activation" under UAN services and choose face authentication. You'll also need the AadhaarFaceRD app. A PIB note from EPFO says no FAT means no payment, and anyone stuck can get help at their EPFO regional office.
  2. Get your bank account Aadhaar-seeded and DBT-enabled at your branch. A bank account linked to your UAN isn't enough; the money goes through the Aadhaar payment bridge.
  3. Check your passbook on the EPFO member portal to make sure your employer is depositing every month. One missed ECR can delay the count.
  4. Finish the financial literacy course before your 12th month. The FAQ says it's a mandatory online course on EPFO's site covering personal finance, savings and investments.
  5. Not paid 45 days after your sixth month's ECR? Raise a grievance at epfigms.gov.in or call 14480 / 1800-180-1850.

What we couldn't confirm

  • The savings instrument for the 2nd instalment. The scheme says it will be named, along with the lock-in period, in later labour ministry guidelines. We found no notification of it as of 7:45 AM IST, 19 Oct 2026.
  • A direct link to the financial literacy course. The FAQ only says it's "available on EPFO website". We'll add the link once EPFO publishes a page we can confirm.
  • Status lookups. We didn't find an official page where an employee can check their PM-VBRY status by UAN. Don't trust "check status" links that ask for your UAN password outside epfindia.gov.in or UMANG.

Trend Monitor

Brand new and climbing. "epfo 15000 incentive" sat at 0 every day until 17 Oct, then hit 46 on 18 Oct (the day Mint ran its explainer) and 100 this morning. It's rising alongside the September ECR deadline extension, which is why many searchers are mixing up the two ₹15,000 numbers.

  • epfo ecr deadline extension 2026+21,550%
  • epfo 15000 incentive eligibility rules+17,050%
