Mahila Shetkari certificate: who's eligible and how to apply in Maharashtra

Maharashtra's new law recognises any woman who works in farming or allied work as a farmer, even if the land isn't in her name. The Agriculture Department started taking applications for the Woman Farmer Certificate on 17 September, and says it received over 19 lakh by 1 October. Here's who qualifies, how the Gram Sabha approves it, and how to reach the right portal.

Short answer: if you're a woman aged 18 or over, live in a village (Gram Panchayat) or Nagar Panchayat area of Maharashtra, and work in farming or allied work, you can get an official Woman Farmer Certificate. You don't need land in your name. Apply online. Your Gram Sabha checks your work, and the certificate comes within 15 days of its approval.

Why it matters

The Agriculture Department says the certificate makes it easier for women to get government schemes, crop loans, insurance and extension services. These often depend on proof of being a farmer, which women working on family land rarely had (Maharashtra Times). The Act also sets up an official database of women farmers.

Who counts as a woman farmer

The Act defines farming broadly. According to the portal and Maharashtra Times, it includes:

  • crop cultivation, seed production and horticulture
  • floriculture and mushroom growing
  • livestock and dairy farming, and poultry
  • beekeeping, fisheries, aquaculture and sericulture
  • agro-forestry and compost-making
  • processing farm produce
  • women who farm land on lease or share (batai), landless farmers, farm labourers and nursery workers, and livestock herders

Not covered: the department's circular says the rules don't provide certificates for women living in municipal council (nagar parishad) or municipal corporation areas. Officials have been told not to issue them there.

How to apply

  1. Open the portal from the department's site. Go to krishi.maharashtra.gov.in and follow the Mahila Shetkari link. Today it opens on an address beginning with "uat-mahakrishi". It's linked from the official department homepage, but it isn't a gov.in domain, so don't trust lookalike links.
  2. Verify with Aadhaar OTP. Enter your name as on Aadhaar, your Aadhaar number, and your district, taluka and village. The OTP goes to your Aadhaar-linked mobile.
  3. Fill in your details: current address, mobile, category, and the type of farm work you do. If a family member has an AgriStack Farmer ID, you can add it. The form says you can still submit if it doesn't verify.
  4. Gram Sabha review: your application goes to the next Gram Sabha (or Nagar Panchayat meeting), which checks that you do at least one covered activity. The portal says it records approval or rejection with written reasons within 7 days.
  5. Get the certificate within 15 days of the resolution. An appeal option exists if you're rejected.

What we couldn't verify

The portal's eligibility page also lists conditions such as an income limit, an upper age limit and one applicant per family. These don't appear in the Act's eligibility clause as quoted in the department's circular (Section 3: 18+, Panchayat-area resident, engaged in farming). Until the department clarifies, rely on the circular. If you're rejected on those grounds, ask your taluka agriculture officer.
