Status as of October 21, 2026: The Centre still hasn't announced the July 2026 dearness allowance (DA) or dearness relief (DR) hike. The Union Cabinet met on October 14 and again today, and no DA decision has been reported from either meeting. The government hasn't given a reason for the delay. Price-index data points to DA going from 60% to 63% of basic pay, backdated to July 1, 2026. So the delay changes when you get the money, not how much you get.
Below we cover why the July 2026 DA is late, how it compares with past years, when it could come, and how much each pay level stands to gain, including arrears.
Dearness allowance delay July 2026: what has happened so far
About 50 lakh central government employees and over 65 lakh pensioners have been waiting for this decision. Expectations built up ahead of the October 14 Cabinet meeting, but DA wasn't on the list of approvals. The meeting before that skipped it too.
The same October 14 meeting did approve a 78-day productivity-linked bonus for railway staff: ₹2,009.61 crore for 11.41 lakh employees, with a maximum payout of ₹17,951. A lot of employees watched another group get a festive payout while their own DA stayed pending, and that drove searches up.
Attention then moved to October 21, the day after Dussehra. As of the latest reports there's still no confirmation. On October 10, the All India Defence Employees' Federation (AIDEF) wrote to the government asking for an early announcement because prices of essentials have gone up.
Note: Cabinet decisions sometimes come out late in the day through a PIB release. If the decision is announced, the official PIB note and the Department of Expenditure order will replace the estimates below.
Why is the July 2026 DA hike late?
The government hasn't stated any reason. Any claim that a specific cause is behind the delay is speculation. Here's what can be said with confidence.
The July DA has always come late
The July instalment is almost never announced in July. It usually comes in late September or October, close to the festive season. This year's decision is now later than each of the last three years. Still, a decision after October 21 wouldn't be unprecedented, because the 2021 announcement also came on October 21.
It isn't the 8th Pay Commission
The 8th Central Pay Commission is still meeting stakeholders, with sessions in Mumbai on October 22–23, and its report is expected around May 2027. Until its recommendations are accepted and implemented, DA continues under the 7th CPC formula. The commission's work doesn't pause or replace the July 2026 revision.
It isn't a DA merger plan either
A viral image claimed "50% DA merged with basic pay from 01.01.2026". The 8th Pay Commission's official X account called it fake. The government has also told the Lok Sabha that it isn't considering any proposal to merge DA with basic pay. If someone forwards you a "merger" message to explain the delay, don't believe it.
Past July DA announcement dates (2021–2025)
| Year | Announced | DA change |
|---|---|---|
| 2021 | October 21 | 28% → 31% (after the COVID freeze) |
| 2022 | September 28 | 34% → 38% |
| 2023 | October 18 | 42% → 46% |
| 2024 | October 16 | 50% → 53% |
| 2025 | October 1 (DoE order October 6) | 55% → 58% |
| 2026 | Pending as of October 21 | 60% → 63% (expected) |
Every year in this table had the decision by late October. Some outlets expect the hike before Diwali in early November. That's a reasonable guess based on the pattern, but nothing official confirms it.
When could the DA hike be announced?
The Union Cabinet usually meets on Wednesdays, and October 14 and October 21 were both Wednesdays. If today passes without a decision, the next likely window is around October 28. Cabinet dates aren't published in advance, though, and meetings can be moved.
The announcement usually happens in this order:
- Cabinet approval: published through a PIB release or the PM's website.
- Department of Expenditure (DoE) Office Memorandum: the formal order for central employees. Railways, defence civilians and staff still on 5th/6th CPC scales get separate orders.
- DoPPW order for pensioners: the Department of Pension and Pensioners' Welfare issues the DR order, usually a few days after the DoE memo.
- State governments: many follow with their own DA announcements in the following weeks.
For reference, the January 2026 hike (58% to 60%) was approved by the Cabinet in April, and the DoE order came on April 22, 2026.
Will it be 63% or 64%?
The most likely figure is 63%, a 3-point increase from the current 60%. Treat it as an estimate until the DoE order is out.
The 7th CPC method uses the 12-month average of the AICPI-IW, the All-India Consumer Price Index for Industrial Workers published by the Labour Bureau. For the July 2026 instalment, that covers July 2025 to June 2026. The formula used by pay-tracker sites is:
DA % = [(12-month average AICPI-IW × 2.88) − 261.42] ÷ 261.42 × 100
Tracker calculations using the June 2026 index reading of 151.9 give about 63.75%. DA ignores the decimal, so it rounds down to 63%.
You may see some posts saying 64%. Those usually use July or August 2026 index readings, which count toward the January 2027 instalment, not this one. The July 2026 DA uses data only up to June.
DA hike July 2026: salary increase by pay level
A 3-point rise means 3% of your basic pay each month. The table uses the entry-level basic pay for each 7th CPC pay level. If your basic pay is different, use the shortcut below. All figures are before tax.
| Pay level | Basic pay (₹) | DA at 60% (₹) | DA at 63% (₹) | Monthly gain (₹) | Arrears Jul–Oct, 4 months (₹) |
|---|---|---|---|---|---|
| Level 1 | 18,000 | 10,800 | 11,340 | 540 | 2,160 |
| Level 2 | 19,900 | 11,940 | 12,537 | 597 | 2,388 |
| Level 3 | 21,700 | 13,020 | 13,671 | 651 | 2,604 |
| Level 4 | 25,500 | 15,300 | 16,065 | 765 | 3,060 |
| Level 5 | 29,200 | 17,520 | 18,396 | 876 | 3,504 |
| Level 6 | 35,400 | 21,240 | 22,302 | 1,062 | 4,248 |
| Level 7 | 44,900 | 26,940 | 28,287 | 1,347 | 5,388 |
| Level 8 | 47,600 | 28,560 | 29,988 | 1,428 | 5,712 |
| Level 9 | 53,100 | 31,860 | 33,453 | 1,593 | 6,372 |
| Level 10 | 56,100 | 33,660 | 35,343 | 1,683 | 6,732 |
Quick shortcut: to get your monthly gain, multiply your basic pay by 0.03. For example, ₹50,000 basic gives ₹1,500 a month. Multiply that by the number of months owed to get your arrears.
For pensioners (DR)
Dearness relief uses the same 3 points on basic pension. A pensioner on the minimum ₹9,000 basic pension would get ₹270 more a month, or ₹1,080 in arrears for July to October. On ₹25,000 basic pension, the gain is ₹750 a month.
Arrears from July 1: how they work
The new rate applies from July 1, 2026, whenever it's announced. The gap between July and the month the new rate starts is paid as arrears, usually with the first salary or pension after the DoE or DoPPW order.
- If the order comes in late October or early November and the new rate starts with November pay, you get 4 months of arrears (July to October).
- If the order slips and the new rate starts in December, you get 5 months of arrears (July to November).
- Arrears are added to that month's salary, so TDS on that pay slip may be higher than usual.
One sensible tip that came up in coverage: don't commit to new EMIs based on a hike that hasn't been notified yet. Myth vs fact: what's going around on WhatsApp
- Myth: DA is being merged with basic pay from January 2026. Fact: The government told Parliament there's no such proposal, and the 8th CPC's X account called the viral image fake.
- Myth: The 8th Pay Commission has cancelled the July hike. Fact: DA continues under the 7th CPC formula until the new pay commission is implemented.
- Myth: A late announcement means a smaller hike or lost months. Fact: The rate comes from index data that's already published, and it applies from July 1 with arrears.
- Myth: 64% is confirmed. Fact: No figure is confirmed until the DoE order. Index data up to June points to 63%.
When will states announce their DA?
States set their own DA and usually follow the Centre's decision, sometimes within days and sometimes months later. Most state employees will see their announcement only after the central order is issued. Watch your state finance department's notifications, not social media forwards.
Bottom line
The July 2026 DA hike is late, but not by an unusual amount. Past years point to a decision by the end of October or early November. The expected rate is 63%, backdated to July 1. That works out to ₹540 a month more at Level 1 and ₹1,683 at Level 10, plus several months of arrears. We'll update this page once the Cabinet decision and DoE order are out.
